 {"id":2696,"date":"2025-07-08T14:00:33","date_gmt":"2025-07-08T12:00:33","guid":{"rendered":"https:\/\/carpathianbear.pl\/?p=2696"},"modified":"2025-07-08T17:44:55","modified_gmt":"2025-07-08T15:44:55","slug":"three-bears-to-be-shot-in-bieszczady","status":"publish","type":"post","link":"https:\/\/carpathianbear.pl\/en\/2025\/three-bears-to-be-shot-in-bieszczady\/","title":{"rendered":"Three bears to be shot in Bieszczady"},"content":{"rendered":"<p>The General Directorate for Environmental Protection in Poland (GDO\u015a) issued on 7th July 2025, a <a href=\"https:\/\/www.gov.pl\/web\/gdos\/komunikat-gdos-w-sprawie-decyzji-zezwalajacej-na-odstepstwo-od-zakazu-umyslnego-zabijania-niedzwiedzia-brunatnego-w-celu-poprawy-bezpieczenstwa-mieszkancow-gminy-cisna\" target=\"_blank\" rel=\"noopener\">permit<\/a> to shoot three bears in the Cisna municipality. This permit was granted without consulting the State Council for Nature Conservation (PROP), which had issued a negative <a href=\"https:\/\/prop.gov.pl\/wp-content\/uploads\/2024\/08\/PROP-KOG-24-05_odstrzal_niedzwiedzi_cisna.pdf\" target=\"_blank\" rel=\"noopener\">opinion<\/a> last year on a similar application from the municipality of Cisna.<\/p>\n<p>For years, large amounts of unsecured food and waste have been present in the Bieszczady villages, easily accessible to wildlife. When young bears approach human settlements seeking shelter from large adult males at this time of the year (mating season), then they discover a lot of easy-to-find and accessible food. And, as intelligent animals as they are, why not to take advantage of such available fast food? Previous efforts aimed to \u201cteach\u201d bears not to enter villages have proven ineffective, as they were not accompanied by the removal of food and human waste. Aversive conditioning must be systematic and painful (noise alone is not enough) and does not work if the food which is attracting the bears remains.<br>\nThis process has been ongoing for more than a decade now, and highlighted in the \u201c<a href=\"https:\/\/www.researchgate.net\/publication\/259873137_Management_plan_for_the_brown_bear_Ursus_arctos_in_Poland\" target=\"_blank\" rel=\"noopener\">Management plan for the brown bear in Poland<\/a>\u201d from 2012. Since then, both national and local authorities have done very little to solve the garbage issue in Bieszczady. Now, they are opting for short-term performative actions\u2014namely, shooting of bears. As long as the root cause of the problem is not addressed, it is just a matter of time that the next bears will appear in the villages. We clearly aren\u2019t learning, and we are not \u201cbear-smart.\u201d Definitively, we are not learning and we are not \u201cbear-smart\u201d. It has to be said clearly that it is humans who are responsible for the current situation.
